they are out there you have to look for them a good sign they will deal is to see how long its been on the market. some sellers have to sell thier home they are not just going to cut the proce drastically on the listing. thats not to say they wont cut the price or accept a low offer!
offer a lower price and ask for 5% seller concessions. a combonation of both is the best tactic in todays market! they will counter with a higher offer and less concessions but dont go lower than 3% of the selling proce they will try to counter with a figure insted of a percentage but make sure its no less then 3%
